“十(shi)四五”時期是(shi)我國(guo)開啟全面(mian)建(jian)設社會主義(yi)現代化(hua)國(guo)家(jia)新(xin)征程、向第(di)二個(ge)百年奮斗目(mu)標進(jin)軍的(de)(de)第(di)一個(ge)五年,也是(shi)我國(guo)加(jia)快能(neng)源(yuan)(yuan)(yuan)綠色低(di)碳(tan)(tan)轉(zhuan)型、落實(shi)應對(dui)氣候(hou)變化(hua)國(guo)家(jia)自(zi)主貢(gong)獻目(mu)標的(de)(de)攻堅期,我國(guo)可再生(sheng)能(neng)源(yuan)(yuan)(yuan)進(jin)入全新(xin)的(de)(de)發展階段(duan)。國(guo)家(jia)能(neng)源(yuan)(yuan)(yuan)局黨組認真(zhen)學習貫徹習近平(ping)總書記關(guan)于碳(tan)(tan)達峰(feng)碳(tan)(tan)中(zhong)和系(xi)列重要講話精神,深入實(shi)施能(neng)源(yuan)(yuan)(yuan)安全新(xin)戰略,堅定不移推(tui)動(dong)可再生(sheng)能(neng)源(yuan)(yuan)(yuan)高質量躍升發展,為構(gou)建(jian)清潔低(di)碳(tan)(tan)、安全高效的(de)(de)能(neng)源(yuan)(yuan)(yuan)體系(xi)、實(shi)現碳(tan)(tan)達峰(feng)碳(tan)(tan)中(zhong)和目(mu)標提供堅強保障。
充分認識“十四五”可再生能源發展新形勢新要求
當前,全球新一(yi)(yi)輪能源(yuan)革(ge)命和科技革(ge)命深度(du)演變、方興未艾,大力發展(zhan)可(ke)再生能源(yuan)已成為(wei)全球能源(yuan)轉(zhuan)型(xing)和應(ying)對氣候變化的重大戰(zhan)略方向和一(yi)(yi)致宏大行動。習近(jin)平總書記高瞻遠(yuan)矚(zhu)、審時度(du)勢(shi),作出我國2030年(nian)前碳(tan)達峰、2060年(nian)前碳(tan)中(zhong)和的莊嚴承諾,明確要(yao)求(qiu)(qiu)到2030年(nian)非化石能源(yuan)占一(yi)(yi)次能源(yuan)消費比重達到25%左(zuo)右,風電和太陽能發電總裝(zhuang)機(ji)容量達到12億千瓦以上(shang)。“十四五”我國可(ke)再生能源(yuan)發展(zhan)面臨新形勢(shi)、新要(yao)求(qiu)(qiu),正處于(yu)大有可(ke)為(wei)的戰(zhan)略機(ji)遇(yu)期。
大(da)力發(fa)展可(ke)(ke)再生能(neng)源(yuan)是縱深推進能(neng)源(yuan)革命、保(bao)(bao)障(zhang)國(guo)家能(neng)源(yuan)安全(quan)的重大(da)舉措。黨的十八大(da)以(yi)來,在習近平總(zong)書記“四個革命、一個合作”能(neng)源(yuan)安全(quan)新(xin)(xin)戰略科學指引下,我國(guo)可(ke)(ke)再生能(neng)源(yuan)實現(xian)跨越式(shi)發(fa)展,裝機(ji)規模已突破10億千瓦大(da)關(guan),占全(quan)國(guo)發(fa)電總(zong)裝機(ji)容(rong)量的比重超過40%。其中,水電、風電、光(guang)伏發(fa)電、生物質發(fa)電裝機(ji)規模均已連續多(duo)年穩(wen)居全(quan)球首位,為構建(jian)煤、油(you)、氣、核(he)、新(xin)(xin)能(neng)源(yuan)、可(ke)(ke)再生能(neng)源(yuan)多(duo)輪驅動(dong)的能(neng)源(yuan)供應體系,保(bao)(bao)障(zhang)能(neng)源(yuan)安全(quan)可(ke)(ke)靠供應奠定堅(jian)實基礎(chu)。但(dan)也要清醒看到,未(wei)來我國(guo)經濟將長(chang)期向好,能(neng)源(yuan)需求在相當(dang)長(chang)一段時期內仍將保(bao)(bao)持(chi)持(chi)續增長(chang),在我國(guo)碳減(jian) 排(pai)約束條件下,大(da)力發(fa)展可(ke)(ke)再生能(neng)源(yuan)已成為加(jia)快構建(jian)清潔低碳、安全(quan)高效能(neng)源(yuan)體系,立足國(guo)內多(duo)元(yuan)供應保(bao)(bao)安全(quan),逐步實現(xian)能(neng)源(yuan)獨(du)立的必然選(xuan)擇。
大力發(fa)(fa)(fa)展(zhan)可(ke)(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)是(shi)加(jia)快生(sheng)態文明(ming)建設(she)、實(shi)(shi)現(xian)(xian)可(ke)(ke)持續發(fa)(fa)(fa)展(zhan)的(de)客觀要求。習(xi)近平(ping)總書(shu)記強調,要把實(shi)(shi)現(xian)(xian)減(jian)污降碳協同增效作為促進經濟社會發(fa)(fa)(fa)展(zhan)全(quan)面綠色(se)轉(zhuan)型的(de)總抓手,加(jia)快推(tui)動(dong)產業結(jie)構(gou)、能(neng)(neng)(neng)源(yuan)(yuan)結(jie)構(gou)、交(jiao)通運輸(shu)結(jie)構(gou)、用地結(jie)構(gou)調整。2020年(nian)(nian)我(wo)國(guo)可(ke)(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)發(fa)(fa)(fa)電量達到(dao)2.2萬億千瓦時,占(zhan)全(quan)社會用電量的(de)比(bi)重接近30%,較(jiao)2012年(nian)(nian)增長9.5個(ge)百(bai)分點,為我(wo)國(guo)如(ru)期實(shi)(shi)現(xian)(xian)2020年(nian)(nian)非(fei)化石能(neng)(neng)(neng)源(yuan)(yuan)消費占(zhan)比(bi)達到(dao)15%的(de)莊嚴(yan)承諾、推(tui)動(dong)能(neng)(neng)(neng)源(yuan)(yuan)結(jie)構(gou)調整和綠色(se)低(di)碳轉(zhuan)型作出積(ji)極貢獻(xian)。同時也要看到(dao),我(wo)國(guo)能(neng)(neng)(neng)源(yuan)(yuan)生(sheng)產消費體量大,可(ke)(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)占(zhan)比(bi)與OECD主要發(fa)(fa)(fa)達國(guo)家相(xiang)比(bi)還有一定差(cha)距,必(bi)須堅決貫徹“綠水青(qing)山(shan)就是(shi)金(jin)山(shan)銀山(shan)”的(de)發(fa)(fa)(fa)展(zhan)理念,堅持減(jian)污降碳協同增效,進一步發(fa)(fa)(fa)揮可(ke)(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)的(de)生(sheng)態環境(jing)效益和生(sheng)態治理效益,推(tui)動(dong)可(ke)(ke)再生(sheng)能(neng)(neng)(neng)源(yuan)(yuan)開發(fa)(fa)(fa)利用與生(sheng)態文明(ming)建設(she)協調發(fa)(fa)(fa)展(zhan)、相(xiang)得益彰。
大力發(fa)(fa)展可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)是(shi)實現(xian)碳(tan)(tan)達(da)(da)(da)峰(feng)碳(tan)(tan)中和(he)(he)目標、踐行(xing)(xing)(xing)應對氣候(hou)變(bian)(bian)化自(zi)主(zhu)貢獻承(cheng)諾的(de)(de)主(zhu)導力量。習近平總(zong)(zong)書記指出,實現(xian)碳(tan)(tan)達(da)(da)(da)峰(feng)碳(tan)(tan)中和(he)(he)是(shi)一場廣(guang)泛而深刻(ke)的(de)(de)經濟(ji)社會系統性變(bian)(bian)革。能(neng)(neng)(neng)源(yuan)(yuan)(yuan)行(xing)(xing)(xing)業規模體(ti)量大、關(guan)聯作用強、影響范圍廣(guang),能(neng)(neng)(neng)源(yuan)(yuan)(yuan)活動(dong)碳(tan)(tan)排(pai)(pai)(pai)放(fang)占全國碳(tan)(tan)排(pai)(pai)(pai)放(fang)總(zong)(zong)量的(de)(de)比重(zhong)高(gao),能(neng)(neng)(neng)源(yuan)(yuan)(yuan)領域是(shi)碳(tan)(tan)達(da)(da)(da)峰(feng)碳(tan)(tan)中和(he)(he)的(de)(de)關(guan)鍵領域。而可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)既不排(pai)(pai)(pai)放(fang)污染物、也不排(pai)(pai)(pai)放(fang)溫(wen)室氣體(ti),是(shi)天然的(de)(de)綠色能(neng)(neng)(neng)源(yuan)(yuan)(yuan)。2020年我國可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)開發(fa)(fa)利(li)用規模達(da)(da)(da)6.8億(yi)噸標準煤,相當于(yu)替代(dai)煤炭(tan)近10億(yi)噸,減碳(tan)(tan)效益十分顯著。實現(xian)碳(tan)(tan)達(da)(da)(da)峰(feng)碳(tan)(tan)中和(he)(he),能(neng)(neng)(neng)源(yuan)(yuan)(yuan)是(shi)主(zhu)戰(zhan)場,可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)既是(shi)先鋒隊、也是(shi)主(zhu)力軍。必須始(shi)終(zhong)保持優(you)先發(fa)(fa)展、大力發(fa)(fa)展可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)不動(dong)搖的(de)(de)戰(zhan)略定力,加快實施(shi)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)替代(dai)行(xing)(xing)(xing)動(dong),加快推動(dong)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)成為我國能(neng)(neng)(neng)源(yuan)(yuan)(yuan)電力的(de)(de)增量主(zhu)體(ti),為實現(xian)碳(tan)(tan)達(da)(da)(da)峰(feng)碳(tan)(tan)中和(he)(he)目標、踐行(xing)(xing)(xing)應對氣候(hou)變(bian)(bian)化自(zi)主(zhu)貢獻承(cheng)諾提供堅強保障。
準確把握“十四五”可再生能源發展新階段新特征
“十三五(wu)”時期,我國可(ke)再生能源開發利(li)用規模穩居世界第(di)一,技術裝備(bei)水平大幅提升,產業競爭力持續增強,取得了舉(ju)世矚目的(de)成就。“十四五(wu)”時期,我國可(ke)再生能源已站在新(xin)(xin)(xin)的(de)歷史起點上,正加快步入(ru)新(xin)(xin)(xin)階段,呈現(xian)新(xin)(xin)(xin)特征。
可再(zai)(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)將步(bu)入(ru)(ru)高質(zhi)(zhi)量(liang)躍升(sheng)發(fa)展(zhan)(zhan)新(xin)階(jie)(jie)段(duan)。“十四五”時(shi)(shi)期,在(zai)保(bao)障能(neng)(neng)源(yuan)(yuan)安全、實(shi)現(xian)綠色低碳(tan)(tan)轉(zhuan)型、推進(jin)生(sheng)態(tai)文明建設、應對氣(qi)候(hou)變化等多(duo)目標約束條件下,我(wo)國(guo)可再(zai)(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)仍將持續(xu)保(bao)持高速發(fa)展(zhan)(zhan)態(tai)勢(shi)。特別是,我(wo)國(guo)二氧化碳(tan)(tan)排放既要(yao)(yao)在(zai)2030年前達到峰值,還(huan)要(yao)(yao)在(zai)碳(tan)(tan)達峰后以(yi)遠少于(yu)發(fa)達國(guo)家的(de)時(shi)(shi)間實(shi)現(xian)碳(tan)(tan)中(zhong)和,必(bi)須在(zai)短短不到10年的(de)時(shi)(shi)間內(nei)實(shi)現(xian)能(neng)(neng)源(yuan)(yuan)轉(zhuan)型的(de)“先立后破”,我(wo)國(guo)可再(zai)(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)發(fa)展(zhan)(zhan)勢(shi)必(bi)進(jin)一步(bu)換擋提速,實(shi)現(xian)對化石能(neng)(neng)源(yuan)(yuan)的(de)加(jia)(jia)速替代,加(jia)(jia)快(kuai)步(bu)入(ru)(ru)躍升(sheng)發(fa)展(zhan)(zhan)新(xin)階(jie)(jie)段(duan)。與此同時(shi)(shi),“十四五”時(shi)(shi)期,我(wo)國(guo)可再(zai)(zai)生(sheng)能(neng)(neng)源(yuan)(yuan)既要(yao)(yao)實(shi)現(xian)技(ji)術持續(xu)進(jin)步(bu)、成本持續(xu)下降、效率持續(xu)提高、競爭(zheng)力(li)持續(xu)增強,全面(mian)實(shi)現(xian)無補貼平(ping)價(jia)甚(shen)至低價(jia)市場化發(fa)展(zhan)(zhan),也要(yao)(yao)加(jia)(jia)快(kuai)解(jie)決高比例消納、關鍵技(ji)術創新(xin)、產業鏈(lian)供應鏈(lian)安全、穩定性可靠性等關鍵問題,進(jin)一步(bu)提質(zhi)(zhi)增效,加(jia)(jia)快(kuai)步(bu)入(ru)(ru)高質(zhi)(zhi)量(liang)發(fa)展(zhan)(zhan)新(xin)階(jie)(jie)段(duan)。
可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)將(jiang)(jiang)呈現(xian)大規(gui)模(mo)、高(gao)比(bi)(bi)例、市(shi)(shi)(shi)場化、高(gao)質量(liang)(liang)(liang)發(fa)展(zhan)新(xin)(xin)特征。一是(shi)大規(gui)模(mo)發(fa)展(zhan),在“十三五(wu)”跨越式發(fa)展(zhan)基礎(chu)上,“十四(si)五(wu)”期間可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)電(dian)(dian)(dian)年均裝機規(gui)模(mo)將(jiang)(jiang)大幅(fu)度提升(sheng),總裝機規(gui)模(mo)將(jiang)(jiang)進(jin)一步(bu)擴大,加(jia)快占據發(fa)電(dian)(dian)(dian)裝機主(zhu)體地位(wei)。二是(shi)高(gao)比(bi)(bi)例發(fa)展(zhan),在“十三五(wu)”保(bao)持較高(gao)利用率水平(ping)的(de)基礎(chu)上,“十四(si)五(wu)”期間可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)占一次能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消費的(de)比(bi)(bi)重(zhong)將(jiang)(jiang)持續提升(sheng),在能(neng)(neng)(neng)源(yuan)(yuan)(yuan)和(he)電(dian)(dian)(dian)力(li)消費增量(liang)(liang)(liang)中的(de)比(bi)(bi)重(zhong)將(jiang)(jiang)超過50%,加(jia)快由能(neng)(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)力(li)消費增量(liang)(liang)(liang)補(bu)充成(cheng)長(chang)為增量(liang)(liang)(liang)主(zhu)體。三是(shi)市(shi)(shi)(shi)場化發(fa)展(zhan),在“十三五(wu)”靠(kao)(kao)政策驅動發(fa)展(zhan)、靠(kao)(kao)補(bu)貼支撐發(fa)展(zhan)的(de)基礎(chu)上,“十四(si)五(wu)”期間可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)展(zhan)將(jiang)(jiang)進(jin)一步(bu)充分發(fa)揮市(shi)(shi)(shi)場在資源(yuan)(yuan)(yuan)配(pei)置中的(de)決定(ding)性(xing)作用,更好(hao)發(fa)揮政府作用,加(jia)快向市(shi)(shi)(shi)場驅動發(fa)展(zhan)、平(ping)價低價發(fa)展(zhan)轉變,風電(dian)(dian)(dian)和(he)光伏發(fa)電(dian)(dian)(dian)將(jiang)(jiang)全面擺脫(tuo)對財政補(bu)貼的(de)依賴(lai),實現(xian)自(zi)我(wo)發(fa)展(zhan)、自(zi)主(zhu)發(fa)展(zhan)。四(si)是(shi)高(gao)質量(liang)(liang)(liang)發(fa)展(zhan),“十四(si)五(wu)”期間,可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)產業鏈供應鏈創新(xin)(xin)鏈持續鞏固提升(sheng),可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)替代行(xing)動深(shen)入實施(shi),新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)消納和(he)存(cun)儲能(neng)(neng)(neng)力(li)顯(xian)著提升(sheng),可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)電(dian)(dian)(dian)力(li)總量(liang)(liang)(liang)消納責(ze)任權重(zhong)和(he)非水電(dian)(dian)(dian)消納責(ze)任權重(zhong)分別(bie)達到33%和(he)18%左右(you),新(xin)(xin)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)占比(bi)(bi)逐(zhu)漸提高(gao)的(de)新(xin)(xin)型電(dian)(dian)(dian)力(li)系統逐(zhu)步(bu)構建(jian),可(ke)(ke)再(zai)生(sheng)(sheng)(sheng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)將(jiang)(jiang)既實現(xian)大規(gui)模(mo)開發(fa)建(jian)設,也實現(xian)高(gao)水平(ping)消納利用,更有力(li)保(bao)障(zhang)電(dian)(dian)(dian)力(li)穩定(ding)可(ke)(ke)靠(kao)(kao)供應。
全面落實“十四五”可再生能源發展新思路新舉措
“十四五”時期,可(ke)再(zai)(zai)生能(neng)(neng)源(yuan)(yuan)發展機(ji)遇千載難逢,前景極其廣闊(kuo),任務艱(jian)巨繁(fan)重。我們將堅持以習近平新(xin)時代中國特色社會主義(yi)思想(xiang)為指導,完整、準確、全(quan)面貫徹新(xin)發展理念,錨定碳(tan)達(da)峰碳(tan)中和(he)目(mu)標,深入實施能(neng)(neng)源(yuan)(yuan)安全(quan)新(xin)戰略,以高(gao)質量(liang)躍(yue)升發展為主題,以提(ti)質增效(xiao)為主線,以改革創新(xin)為動力,堅持可(ke)再(zai)(zai)生能(neng)(neng)源(yuan)(yuan)優先(xian)發展、大力發展不動搖,實施可(ke)再(zai)(zai)生能(neng)(neng)源(yuan)(yuan)替代行動,提(ti)高(gao)可(ke)再(zai)(zai)生能(neng)(neng)源(yuan)(yuan)消納和(he)存(cun)儲(chu)能(neng)(neng)力,鞏固提(ti)升可(ke)再(zai)(zai)生能(neng)(neng)源(yuan)(yuan)產業(ye)核心競爭力,構(gou)建以新(xin)能(neng)(neng)源(yuan)(yuan)占比(bi)逐漸提(ti)高(gao)的新(xin)型電(dian)力系統,努力推動可(ke)再(zai)(zai)生能(neng)(neng)源(yuan)(yuan)大規模、高(gao)比(bi)例(li)、市場化(hua)、高(gao)質量(liang)發展,有(you)效(xiao)支撐清潔低碳(tan)、安全(quan)高(gao)效(xiao)的能(neng)(neng)源(yuan)(yuan)體系建設。

以重大(da)基(ji)地支撐發(fa)展。充分發(fa)揮大(da)基(ji)地“集(ji)團軍”“主(zhu)力(li)(li)軍”作(zuo)用,有(you)力(li)(li)有(you)效(xiao)支撐可再生(sheng)能源躍升發(fa)展。堅持(chi)以風光(guang)資源為(wei)牽引,以跨(kua)省(sheng)跨(kua)區輸電(dian)(dian)(dian)通道為(wei)依托,以靈活(huo)調(diao)節電(dian)(dian)(dian)源為(wei)支撐,以沙漠、戈壁、荒漠地區為(wei)重點(dian),加快(kuai)建設黃河(he)上(shang)游、河(he)西(xi)走(zou)廊、黃河(he)幾字彎、冀北、松遼(liao)、新疆(jiang)、黃河(he)下游等七大(da)陸上(shang)新能源基(ji)地;科(ke)學有(you)序推進大(da)型水電(dian)(dian)(dian)基(ji)地建設,依托西(xi)南水電(dian)(dian)(dian)基(ji)地調(diao)節能力(li)(li)和外送通道,統籌(chou)推進川滇黔桂、藏(zang)東(dong)南二(er)大(da)水風光(guang)綜(zong)合基(ji)地開發(fa)建設。優化(hua)近海(hai)(hai)海(hai)(hai)上(shang)風電(dian)(dian)(dian)布局,開展深(shen)(shen)遠(yuan)海(hai)(hai)海(hai)(hai)上(shang)風電(dian)(dian)(dian)規(gui)劃,推動近海(hai)(hai)規(gui)模化(hua)開發(fa)和深(shen)(shen)遠(yuan)海(hai)(hai)示范化(hua)開發(fa),重點(dian)建設山東(dong)半島、長三角、閩南、粵東(dong)、北部灣五大(da)海(hai)(hai)上(shang)風電(dian)(dian)(dian)基(ji)地集(ji)群。
